You can get Crystal Keys by rare drop or the easy way, with vote vouchers. Talk with the npc with the blue Phat and then select the 4th option. There are a lot of different items you can buy from the vote Vouchers. .... Then after you get some Crystal keys you have to Teleport to falador and go to Taverley.
